[Comp] Globality comp a.k.a. Global Mobility
This one sounds pretty self-explanatory but read, you might just have overlooked some things.
Strategy
The goal here is to drive enemies crazy by using a variety of movement improvements, to obtain:
-global presence on at least half of the team, preferably every member;
-jungle control, and i mean both jungles;
-hunting superiority = "No escape"
-slipperiness = "Can't touch this"
-backdooring potential = "All your base are belong to us".
This should result in control of 4 buffs, dragon, & baron; paranoid enemies spamming pings; scared enemy squishies; enemy tanks too slow to be cared about; impossible safety for the enemy base.
Champions eligible for this
Champions with a huge range dash or gapcloser, classified by maximum range (in decreasing order):
Shen (E, R) : the only true global.
Pantheon (stun through walls, R)
Twisted Fate (R) : also gives sight of all enemy champions.
Nocturne (Q, R)
Champions with above average mobility and accessorily scouting (alphabetical order) to fill the gaps:
Ahri (R) : triple dash, will draw monster aggro.
Akali (W, R) : can slow down chasers while becoming invisible; manaless spammable targeted gapcloser.
Corki (Q, *W) : can reveal enemies; *might draw monster aggro.
Diana (Q, R) : can reveal enemies; longest range spammable targeted gapcloser.
Evelynn (passive, W) : can travel stealthed; can break slows, offensive flat MS bonus.
Ezreal (*E, R) : *will draw monster aggro; gives sight.
Galio (wind) : AoE directional speed boost.
Gangplank (E)
Graves (E)
Hecarim (E, R) : potentially strong MS steroid; dash.
Janna (passive) : global 3% MS boost as long as she's alive.
Karma (bond) : affects herself & 1 ally.
Kassadin (R) : most spammable flash in the game, might draw monster aggro.
Kha'Zix (E evol, R evol) : Jump with reset, might draw monster aggro; double/triple short MS+invis boost.
Lulu (W)
Master Yi (*Q, R) : spammable targeted gapcloser that *will draw monster aggro; refreshable strong MS steroid.
Mundo (W, R) : CC reduction; relatively long %MS steroid.
Nidalee (passive, *c-W, h-W, R) : fast in bushes; *might draw monster aggro; reveals enemies; fast in cougar form (a.k.a. "c-").
Quinn (W, R) : sight; long %MS boost + ignore collision.
Rengar (passive, R) : offensive mobility in bush; %MS boost + invis + sight.
Rammus (Q) : potentially strong MS steroid.
Shaco (Q) : spammable flash+invis.
Shyvana (W, R)
Singed (R) : long duration MS boost.
Sivir (passive, R) : offensive flat MS bonus; MS enchant (Not aura, because auras are removed when you get out of range).
Teemo (W, *R) : perma MS steroid out of aggro, can activate in aggro; *mushrooms are free Teleport beacons & miniwards.
Twitch (Q) : can travel stealthed.
Udyr (passive)
Special synergies:
Shen + Eve/Rengar/Twitch: Mobile invisible teleport beacons for Shen.
Shen + TF/Pantheon/Nocturne: Massive range dash for 2 champs at once.
Nocturne + Nida/Teemo and other revealing champions: Sight for Paranoia (R).
Summoner spells:
Teleport: the only potentially global movement one.
Flash: wall-hopping.
Ghost: long duration %MS boost. Synergizes best with BoSwitfness, BoMobility, melee champions (high base MS), and champions with anti-CC (spellshields, CC reducers/removers).
Revive: long MS boost upon reviving. Might help backdooring.
Clairvoyance: the only global sight one. Synergizes best with champions with targeted gapclosers (Diana, Nocturne etc).
Items
COLOR CODE: has AD or AP or AD+AP or just any sort of CDR.
Zephyr: with a perma +10% MS, it's the best marathon item in the game. 10% CDR also makes your movement abilities refresh faster. Tenacity is icing on the cake.
Triforce: the next highest, with 8% MS. Pretty expensive but gives many useful stats, and the phage proc for chasing/kiting.
Statikk Shiv: at 6% MS, it's a better marathon item than PD. Also helps clearing the way faster.
Phantom Dancer: at 5% MS, it's not any better than Zeal, except for the "ignore unit collision" part, which can be wonderful in some rare circumstances.
Twin Shadows: 5% MS, but also a great hunting/backdooring/escaping active, on a big cooldown (120s CD).
Lich Bane: 5% MS. Procs on structures.
Youmuu's Ghostblade: 20%MS & 50%AS for 4/6 seconds, 45s CD. Backdooring, hunting, escaping, best on melee (+2 seconds & higher flat MS).

Boots of Swiftness: certainly the best boots for this comp, Swifties will give you perma superior MS, and should you be hit by any slows, it will make them weaker. Doesn't break when taking damage. Lastly, because they give flat MS, every source of % MS you have is also made stronger.
Boots of mobility: cheap, good for roaming. With % MS boosts, they will make your MS skyrocket out of combat, but sadly once the fight started, they suck. Still relevant to this comp for champions with easy escapes, probably.

Alacrity boot enchant: the more % MS bonuses you have, the better this will be. Have a lot of them, or Alacrity will probably be under-exploited.
Furor boot enchant: % MS bonus, only useful for offense. Best with high flat MS (BoSwiftness & melee champion).
Homeguard boot enchant: great for base defense. Best with high flat MS. Synergy with Teleport & Revive. Anti-synergy with delayed-remote-damage champions because that cancels the MS boost (Teemo, Cait, Nida; Ezreal, Draven, Heimer...)
Distortion boot enchant: lowers cooldown of Teleport, Flash, & Ghost, by 25%.

Eleisa's Miracle: lowers cooldown of CV & Revive by 20%.
Shurelya's Reverie: 3s AoE 40%MS boost, 60s CD.

Wriggle's Lantern: Free ward (Teleport beacon). Stealing.
Sightstone & Ruby: Free wards (Teleport beacons).
Masteries
You can't possibly take all of them, choose according to what role you'll have.
Offense (3, requires up to 5 points for unlocking):
-Ghost mastery;
-4% CDR;
-Bonus damage to turrets for backdooring.
Defense (4, requires up to 9 points for unlocking):
-Cleanse mastery;
-Reduced damage from turrets;
-CC reduction (stacks with Tenacity);
-Slow reduction (stacks with BoSwiftness).
Utility (8, requires up to 21 points for unlocking):
-CV & Flash & Teleport & Revive mastery; <--- just call it a must lol
-2% MS out of combat (synergy with BoMobility);
-Improved Recall (backdooring);
-Larger ward sight (maybe?);
-Summoner spells extra 10% CDR;
-Items 15% CDR (if you plan to get Wriggles, Sightstone, Shadows, Shurelya etc);
-6% CDR;
-3% MS bonus.
Runes
Easy: 3 MS Quints for 4.5% MS! Best on melee champs (high flat MS).
If your champion really needs something else like Gp10 or some farming thing, then go for that, but if you can handle the MS quints, they will pay off.

Upd: added Shyvana; however Riven can rarely wall-hop, and when she's built with much MS, Q becomes slower in comparison.

That would be good for a global presence comp, but this one really is about mobility.
